LOOK: DILG DOSE CONDUCTS TWO-DAY ASSESSORS’ ORIENTATION AND CONSULTATION FOR BUYLOG PLANO DOSE: REGIONAL COOPERATION FOR GOOD GOVERNANCE

City and Municipal Planning Coordinators across Region XII convened for a two-day orientation and consultation on the PLANADOse assessment tool on 6-7 August 2024 in Koronadal City.  The activity is part of the DILG XII’s Buylog Plano Dose Program: Regional Cooperation for Good Governance (RCGG).

The assessment tool was created in 2023 through the Department of Human Settlements and Urban Development (DHSUD), with active collaboration between the Department of Budget and Management (DBM), National Economic and Development Agency (NEDA),  Department of the Interior and Local Government (DILG), and later became a component of the RIDS Program. The tool was presented and adopted before the Multi-stakeholder Advisory Committee (MSAC) XII, Macro-Economy Development Administration and Finance Committee (MEDAFC) XII, and Regional  Development Council (RDC) XII. The tool aims to assess LGUs in ensuring that their targets align with the regional and national plans and strategies. It specifically addresses the preparation of their planning and developmental documents such as the Comprehensive Development Plan (CDP) and Comprehensive Land Use Plan (CLUP). The assessment results will later be validated by the Regional Inter-Agency Validation Team composed of DILG, DHSUD, DBM, NEDA, and Mahintana Foundation Incorporated (MFI).

Dennis T. Sucol, Chief Administrative Officer/FAD Chief, in his opening message on behalf of DILG XII Regional Director Atty. Rochelle D. Mahinay-Sero, CESE, acknowledged the challenges LGUs face in meeting one of the SGLG criteria – having approved planning and developmental documents. Chief Sucol also pledged support for LGUs through the RCGG, which is funded by DILG's Support for Local Governance Program (SLGP) - Regional Institutional Development Support (RIDS).

“We recognize the hurdles LGUs face and are dedicated to providing the necessary support through the RIDS Program. Our aim is to enhance LGU performance, leading to a more efficient and responsive governance. Ang pagtutulungan ng mga ahensya ng gobyerno at mga stakeholder ay mahalaga upang makamit ang iisang layunin—ang matatag, maginhawa, at panatag na buhay para sa lahat.”

In her message of support, Ms. Gwyneth Grace Collado, CEDS, PFPD of NEDA XII expressed confidence that the RCGG and PLANADOse Program, established by the oversight  agencies in Region XII, will harmonize planning, investment programming, and budgeting at all government levels. In turn, this will result to an improved bureaucratic efficiency and governance, contributing to the SOCCSKSARGEN Regional Development Plan 2023-2028 goals.

“NEDA as one of the signatories to PLANADOse, supports the implementation of RIDS and Buylog sa Dose Program.  This is the region’s strategy to strengthen LGU capacity in SOCCSKSARGEN throughout the planning cycle, helping them to capture the most coveted award – the SGLG.”

This initiative reflects the commitment of regional line agencies and CSOs in Region XII to creating a more integral approach to promoting governance and development by equipping LGUs with the tools and support they need.
