DILG XII OIC-Regional Director Rochelle D. Mahinay-Sero, CESE assured local legislators in Cotabato that the Department will assist the province address its low performance in the three core governance areas under the Seal of Good Local Governance (SGLG) Program.
During her speech at the Philippine Councilors League Cotabato Chapter General Assembly held at Grand Regal Hotel, Davao City last February 14, 2024, OIC-RD Sero said that three SGLG Core areas “remain to be the hardest among the 10 Governance Areas in the province of Cotabato.” These include Social Protection, Disaster Preparedness, and Financial Administration, specifically on the full utilization of 20% Internal Revenue Allotment/National Tax Allotment, approved local plans integrating climate change and mitigation measures, Gender and Development mechanisms, and Accessibility Law compliance, among others.
The Department is banking on the potential of Planado ang Dose (PLANADOse) Program to reinforce the harmonization of planning, investment programming, and budgeting of the LGUs’ goals and priorities with the region’s development strategies to ensure the effective execution of these identified priority programs and projects.
This collaborative strategy in partnership with the Department of Human Settlements and Urban Development (DHSUD) XII, National Economic Development Authority (NEDA) XII, and Department of Budget and Management (DBM) XII will complement DILG’s Regional Institutional Support (RIDS) Program, which seeks to address LGUs’ performance gaps to fully comply with the SGLG indicators.
DILG XII has already tapped concerned national government agencies “to sustain the upward trajectory insofar as SGLG passing rate for SOCCSKSARGEN is concerned, OIC-RD Sero said.
A total of 19 LGUs in the Region were conferred as SGLG passers in 2023, two of which are from the Province of Cotabato, particularly theCity of Kidapawan and Municipality of Pigcawayan. To note, Region XII has only 13 LGU passers in 2022.
SGLG is an awards and incentives-based program of DILG for all LGUs institutionalized through Republic Act No. 112921 to continually progress their performance in 10 identified government areas, namely: Financial Administration; Disaster Preparedness; Social Protection; Health Compliance and Responsiveness; Sustainable Education; Business Friendliness and Competitiveness; Safety, Peace and Order; Environmental Management; Tourism, Heritage and Development, Culture and Arts; and Youth Development.
