The Department of the Interior and Local Government XII, through the Project The Department of the Interior and Local Government XII, through the Project Development Management Unit (PDMU), evaluated the provinces in the region on its Local Road Management (LRM) practices during a series of assessments conducted last October 22 to 25, 2019.
Based on the results, the Province of Cotabato showed a high rating on LRM capacity and performance with a total rate of 85 percent. South Cotabato gained a total rate of 56.25 percent, Sarangani province with 54.375 percent, and Sultan Kudarat province with 36.875 percent.
LRM Performance Assessment (LRMPA) is a tool used by DILG to evaluate the LGUs' capacity and performance in road management following the seven identified indicators, said CMGP Focal Person Engr. Francis Earl Caldedero.
These indicators included the LGU’s functionality or existing organizational structure; human resource compliment with knowledge and skills for LRM; allocation of resources and funds for road maintenance, rehabilitation, availability of other roads management-related information; and procurement, internal audit, and community participation initiatives.
Furthermore, it aims to monitor the LGUs’ efficiency and effectiveness in maintaining their local roads in fair to good condition and completing their local road projects scheduled for the year.
Caldedero said the results will be submitted to the DILG Central Office as a requirement for the 2020 CMGP fund release.
CMGP, or Conditional Matching Grant to Provinces, is a joint program of the DILG and the Department of Budget and Management (DBM) which aims to pave provincial roads through grants.
It also aims to improve the provincial government’s LRM and Public Financial Management (PFM) through Good Gvernance approach.
A total of Php 8. 223 billion has been allotted by the National Government for the 2020 CMGP projects in 76 provinces in the country, excluding the Autonomous Region of Muslim Mindanao (ARMM).
Region XII is set to receive a total allotment of Php 488, 919, 416 to fund its 13 approved road projects.
