The DILG XII, headed by Regional Director Reynaldo M. Bungubung, CESO IV, successfully conducted the “Assessment of Comprehensive Development Plans (CDPs) for Component LGUs, HUC, and ICC Orientation cum Assessment Simulation”. Participants from the fifty four (54) Local Governments Units (LGUs) in Region XII were clustered in two (2) batches and simulated the CDP Assessment last November 06- 07, 2018 and November 08- 09, 2018 at Sarangani Highlands, General Santos City and Agua Frio Hotel, Koronadal City, South Cotabato, respectively.
At the onset, Assistant Regional Director Lailyn A. Ortiz, CESE emphasized in her opening message that “responsible and strong leadership, collaboration and support of all stakeholders more particularly of the Local Development Council (LDC) aid to the creation and implementation of a quality CDP to address poverty and other social issues”. Moreover, DILG Regional personnel discussed meticulously the DILG Memorandum Circular No. 2018- 172 and the Assessment Tool. It was clearly emphasized that CDP Assessment focuses on the (1) Forms, (2) Process, and (3) Content of the Plan. The DILG shall spearhead in the assessment of the forms and process as provided in the CDP Illustrative Guide while the PPDO shall spearhead on the Content based on the alignment and complementation of CDPs of the component LGUs, and HUC/ICC to the Provincial Development Physical Framework Plan (PDPFP) and Regional Development Plan (RDP), respectively.
With the presence of the Provincial Functionaries, i.e. Provincial Planning Development Coordinator (PPDC), Provincial Disaster Risk Reduction Management Officer (PDRRMO), Provincial Social Welfare Development Officer (PSWDO), Provincial Environmental Natural Resources Officer (PENRO), Provincial Treasurer, and Provincial Agriculturist, who shall composed the CDP-Technical Assessment Committee (TAC) initially assessed the CDPs of identified pilot municipalities in plenary. After showing the Assessment process, the other component LGUs as well as General Santos City and Cotabato City were assisted by their respective DILG City/Municipal Local Government Operations Officers (C/MLGOOs) in assessing their own CDPs.
In compliance to the guidelines, the activity ended through an Action Planning on the schedule of the actual CDP Assessment in their respective Provinces not later than 28 December 2018. The result shall serve as an input in the 2019 CDP revision/ updating and in preparation to the subsequent CDP Assessment every after an election of the succeeding year (e.g. March 2020, March 2023, March 2026, and so on) prior to the budget call consistent with the Synchronized Local Planning and Budgeting Calendar (SLPBC) 2016.
