The Regional Peace and Order Council (RPOC) XII successfully conducted its 2nd regular meeting last July 11, 2018 at SP Session Hall, Provincial Capitol Bldg., Isulan, Sultan Kudarat.
The meeting was presided by no less than the RPOC XII Chairperson, Hon. Governor Datu Pax Mangudadatu, Al Haj., Ph.D. It was attended by the RPOC XII Vice Chairperson, PCSupt. Marcelo C. Morales, Head Secretariat DILG RD Reynaldo M. Bungubung, CESO IV, PPOC chairperson of Sarangani, Hon. Governor Steve Solon. Present also are the commanders of the 10th ID, 6th ID and 4th ID of the Philippine Army and the other 30 regular members of the RPOC XII.
The meeting was also graced by DILG Undersecretary for Peace and Order, Bernardo C. Florece, Jr.
Hon. Governor Steve C. Solon of Sarangani presented the modest accomplishments of the PPOC of Sarangani. He presented to the council for resolution, the issues and concerns affecting the IPs in Sarangani: NCIP has recorded at least 10 complaints per municipality each month related to land conflicts and susceptibility to recruitment considering that 98% of the former rebels who surrendered are composed of IPs and the continuing resource and land-based conflicts wherein squatters have been occupying private properties.
Meanwhile, law enforcement updates and accomplishments were delivered by PSupt. Jemuel F. Siason of the PNP-PRO 12. The anti-terrorism and insurgency updates were presented by the 6th ID, 10th ID and 5th ID of the Philippine Army.
Usec. Florece was also given the opportunity to present the RPOC ways forward, NPOC updates and the salient features of AO 10- “Centralizing all Government Efforts for the Reintegration of Former Rebels and Creating for the purpose an Inter-Agency Task Force”. He stressed the importance of the “whole of society” approach in the mainstreaming of FRs and their benefits under the Enhanced Comprehensive Local Integration Program (E-CLIP).
Usec. Florece also informed the council members that the DILG will be implementing the POC Performance Audit by August-September 2018 which covers provincial, city and municipal Peace and Order Councils including the Regional Peace and Order Councils (RPOCs). For 2018, he said that no incentives will be given. However, for CY 2019 onwards, the Best POCs will be provided with the incentives under the program. He also informed that the NPOC-RPOCs Cluster Meeting will be held on July 30-31, 2018 at Manila Hotel, Manila, Philippines.
Noteworthy to mention is the passage and approval of the 6 RPOC XII resolutions addressing various peace and order challenges of the region. (see below)
