Region XII is currently leading the country with the highest accomplishment rates in both the physical and financial aspect of the Conditional Matching Grant to Provinces (CMGP) Program implementation, the DILG-Office of Project Development Services (OPDS) confirmed.
As of May 31, 2020, Region XII recorded a physical accomplishment rate of 95.80%. This covers the Region’s CMGP funded projects from 2016 to 2019, OPDS said.
Following the list is Region X with 95.00%, Region XIII with 92.20%, Region XI with 91.90%, and Region IV-B (MIMAROPA) with 91.80%.
Meanwhile, the Region also recorded a total disbursement rate of 87.74%, as of the latest report, covering the projects funded since 2016. This, OPDS said, is the highest disbursement rate as of May 2020.
Following the highest disbursement rate include Region X with 80.25%, Region III with 75.81%, Region XIII with 75.68%, and CAR with 72.82%.
DILG-OPDS CMGP Project Management Officer Engr. Rizalie A. Acosta presented the said Regional Accomplishment Status during the CMGP Mid-year Program Implementation Review virtual meeting hosted by DILG XII, through its Program Development Management Unit (PDMU), last June 16.

Engr. Gilbert L. Mercado, DILG-OPDS Technical Group Head, lauded Region XII for its accomplishments under the CMGP program.
“Isa sa pinaka good performer ang Region XII. Sa inyo kami walang masyadong problema, manageable. Sana maipagpatuloy natin ang ating ginagawa. Ituloy natin. Sana matanggap ng LGU ang mga magandang binigbigay namin sa kanila. Thank you sa inyong cooperation,” he said.
From 2016 to 2019, Region XII has a total of 63 CMGP funded projects worth Php 2.919 billion pesos including the provincial government shares in 2016, DILG XII-PDMU said.
Of the 63 CMGP funded projects, 24 of these are located in South Cotabato Province, 12 in Sarangani Province, 18 in Sultan Kudarat Province, and nine in the Province of Cotabato.
Based on records, all CMGP projects funded from 2016 to 2018 and two projects funded under 2019 have been successfully completed, PDMU said. At least 198.762 kilometers of provincial roads in the Region have been paved through CMGP, the Unit added.
DILG XII Regional Director Josephine Cabrido-Leysa, CESO III commended the provinces and the PDMU for their accomplishments under CMGP.
“We are implementing very well because of our LGUs. And I would also like commend our PDMU people for that,” she said.
CMGP, a successor of the national government’s KALSADA Program, is a partnership program between DILG and Department of Budget and Management (DBM) to address the poor state of provincial roads across the country and improve LGUs' competency in Local Road Management (LRM) and Public Financial Management (PFM).
