The Regional Peace and Order Council (RPOC) XII held its 2nd Quarter Meeting for CY 2017 on July 11, 2017 at the Sultan’s Hall, Provincial Office, Isulan, Sultan Kudarat Province and it was graced by National Police Commission (NAPOLCOM) Commissioner Felizardo M. Serapio, Jr.
Commissioner Serapio focused his discussion on the Withdrawal of the Deputation of the Power over the PNP of Sultan Kudarat Governor Datu “Pax” Mangudadatu, Cotabato City Mayor Frances Cynthia Guiani-Sayadi and all the twelve (12) Mayors in the Province of Sultan Kudarat.
He stressed that the NAPOLCOM Resolutions were in response to the recognition of the need to consolidate and concentrate the authority over all security forces in Mindanao with the President as the Commander-in-Chief alongside his duly authorized Martial Law Administrator and that these covered not only conflict areas but also those deemed by security officials as strategic and necessary to manage and ensure full flexibility to operate security forces in certain areas in Mindanao. He accepted that the problem lies on the narratives, particularly on the last “whereas”, and admitted that there was an oversight (an unintentional failure to notice) on the part of the crafters of the said resolutions and reiterated that rectification is on the works already.
Sultan Kudarat Governor Datu “Pax” Mangudadatu, the presiding chair of RPOC 12, stated that he is not personally affected by the withdrawal of deputation of his power over the PNP. He said he would continue with his efforts in the peace and order campaign particularly in sustaining the gains of promoting good relationships between Christians and Muslims in his province. He also reiterated his all-out support to President Rodrigo Roa Duterte particularly in the declaration of Martial law in Mindanao.
Meanwhile, RPOC XII Head Secretariat Reynaldo M. Bungubung, CESO IV discussed the creation of RPOC Sub-Committee to revalidate the list of drug personalities per NPOC Interim Advisory No. 4, series of 2017.
The RPOC XII members moved to pass two resolutions: (1) A Resolution Creating Regional Peace and Order Council (RPOC) Sub-Committee to Revalidate the List of Drug Personalities; and (2) A Resolution Approving the Expansion of membership of the Regional Peace and Order Council XII to include National Intelligence Coordinating Agency as Non-Voting Member.
