The Department of the Interior and Local Government (DILG) XII in partnership with DTI XII, BLGF XII, SKSU, and NDDU, conducted the Training on the Formulation of the Local Investments and Incentives Code (LIIC) Program 2018 on October 22-23, 2018 at the Villa Amor Hotel, Koronadal City. The participants were the following: LCE or his representative, SP/SB Chairman on Trade or Ways and Means, Treasurer or Budget Officer, Designated Local Economic and Investment Promotion Officer (LEIPO), Tourism Officer or Agriculturist, Municipal Planning and Development Coordinator (MPDC), and Local Government Operations Officers from the Cities of Cotabato, General Santos, Kidapawan, Koronadal, and Tacurong and Municipalities of Bagumbayan, Columbio, Glan, Kabacan, M’lang, Malungon, Matalam, Midsayap, Polomolok, Surallah, and Tupi.
RD Reynaldo M. Bungubung, CESO IV on his opening message gave emphases about JMC 2011-01 entitled Formulation of Local Investment and Incentives Code (LIIC), wherein one of its purpose is to enhance the competitiveness of the local investment climate through appropriate local policies and programs. It has also been emphasized that it serves as a proactive measure to draw local and foreign investments in priority areas/industries as and a tool to define the development thrust of the LGU consistent with its respective Land Use Plan and zoning regulations. Lastly, he reminded them that new investments means more revenues and more employment opportunities that will help enhance the economic well-being of their constituents, especially for those who used to be unemployed, making it possible to alleviate poverty in their constituencies.
The objective of the activity was to enhance the competitiveness and access of economic opportunities of LGUs by assisting them in formulating/ updating their investments and incentives code. The topics were discussed by the following persons, respectively: CD Rilimin H. Sandoval, DILG General Santos City: Understanding Local Economic Development in the Local Government of the Philippines and Understanding Local Economic Development in the Local Government of the Philippines; Bro. Paterno S. Corpus, FMS, President, NDDU, General Santos City: Business Retention and Expansion and Investment Promotions; Dr. Rommel M. Lagumen, Dept. Chair, Engineering, SKSU, Tacurong City: Value Chain Analysis and SWOT Analysis (Agriculture and Tourism), and; Edgar A. Soguilon, Sup. TIDS, DTI XII: Process and Procedure in the Preparation of Local Investments and Incentives Code and Local Revenue Code.
At the end of the activity, the participants were able to formulate their action plans for their LIIC. After six (6) months, the training team from LGA shall coordinate with the participants and check the implementation of their LIICs.
