DILG XII Strengthens Convergence for Peace and Development in 2nd Quarter ELCAC Cluster Meeting

Koronadal City, South Cotabato – On July 9, 2025, the Department of the Interior and Local Government (DILG) Region XII led the 2nd Quarter Meeting of the ELCAC Clusters it chairs, bringing together officials from national government agencies and provincial task forces across Region XII to assess progress, align priorities, and address operational concerns in ELCAC-identified communities.

The clusters under DILG's leadership—Basic Services, Localized Peace Engagement, SUCBEM, ECLIP and Amnesty Cluster, and Local Government Empowerment—presented updates on the implementation of their programs under Executive Order No. 70, which promotes a Whole-of-Nation Approach in addressing the root causes of local insurgency.

A key part of the discussions was the peace and security situation update presented by the PNP-PRO XII and the Armed Forces of the Philippines, outlining security gains and remaining challenges in former conflict-affected areas. The meeting also highlighted the status of implementation of the Support to Barangay Development Program (SBDP), with reports on completed and ongoing infrastructure and livelihood projects that continue to uplift vulnerable communities.

In behalf of Regional Director Atty. Rochelle D. Mahinay-Sero, CESE, Provincial Director Hayd-Ali S. Suwaib welcomed the member-agencies and emphasized the importance of synergy and shared mission, stating, “We are moving forward—united, intentional, and grounded in service.”

“Our strength lies in our ability to respond together to the complexities of peacebuilding—something no single agency can do alone,” Provincial Director Suwaib said.

Each cluster likewise presented key accomplishments and operational concerns, contributing to the ongoing efforts to harmonize strategies and ensure government services reach the grassroots.

The meeting was facilitated by Provincial Director Suwaib, together with LGMED Division Chief Ian Jon S. Clemente and OIC Assistant Division Chief Mel Roy B. Manait, further strengthening DILG XII’s role in steering peace and development work across Region XII.
