The DILG Region XII, in coordination with NBOO, conducted the "Capacity Reinforcement on ECLIP and its Information System for MILG-BARMM (CREIS4M)" to enhance the knowledge and skills of the newly designated MILG-BARMM Regional, Provincial/City focal persons and Enhanced Comprehensive Local Integration Program (E-CLIP) Committees through a face-to-face training on April 18-21, 2022 at Greenleaf Hotel in Gen. Santos City.
DILG Undersecretary for Local Government Marlo L. Iringan who flew all the way from Metro Manila for the activity, issued a challenge to the attendees “to give their all-out support and embrace the E-CLIP program”, which extends the government's hands to reach out to "violent extremists" who have decided to return to mainstream society.
The total attendance was close to a hundred, with various delegates, including members of the PNP and the AFP, coming from Basilan, Sulu and Tawi-tawi, Maguindanao, Lanao del Sur, Cotabato City, and other partners from Region IX and Region XII.
Joining Usec. Iringan during the opening program were Asec. Alexander L. Macario, Assistant Secretary for Public Safety, DILG and Security, NBOO Director Dennis M. Villaseñor, MNSA, RD Josephine Cabrido-Leysa, CESO III at Atty. Marvin Mokamad, representing BARMM MILG Atty. Naguib Sinarimbo.In her speech, RD Leysa expressed optimism that the government’s sincere efforts for the attainment of lasting peace in Mindanao will gain more traction even as E-CLIP now welcomes former violent extremists (FVE). She also added that the Capacity Reinforcement activity is ‘a giant leap towards our quest for genuine peace and inclusive development, especially in the provinces under BARMM.”
She traced the steps of the journey for the expanded E-CLIP back to Dipolog City, Zamboanga del Norte in November 15-18, in a conference entitled ‘Strengthening
Policy Adeptness of E-CLIP Implementers on the new DILG –DND JMC for the provision of DILG-Administered Package Assistance for Former Violent Extremists (FVEs)’.
The Dipolog meeting has become the starting point for the three-day event in Gen. Santos City which was designed to give focus on ‘capacitating and equipping the Local ECLIP Implementers with the knowledge about the various concepts, issuances, processes, and ways forward to effectively and efficiently implement ECLIP at the local level in BARMM’. The various mechanisms for the said program were discussed and facilitated by the men and women of the National Barangay Operations Office (NBOO) led by Dir. Villaseñor, with BARMM officials, and partner agencies for the expanded E-CLIP.
Pursuant to Administrative Order No. 25 series of 2020, amending several provisions of Administrative Order No. 10, s. 2018, the FVEs are now also considered as partner-stakeholders/ beneficiaries of the program. Hence, the ECLIP Information System (IS) was updated to electronically monitor and maintain the profile of the Former Violent Extremists (FVEs) enrolled in the ECLIP, as well as to automate the processing of financial assistance for them.
It is also developed to systematically assess and enhance the proper utilization of ECLIP funds, and track compliance to implementation standards for timely and high quality implementation of reintegration services.
DILG Region XII, Region IX and Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) are included as members of the central coordinating body that will supervise the reintegration efforts of the FVEs.
