The Department of the Interior and Local Government XII, in partnership with the Government Procurement Policy Board – Technical Support Office (GPPB-TSO) conducted a 5-day Online Training on Republic Act No. 9184 and its 2016 Revised Implementing Rules and Regulation from June 20 to 24, 2022 via Zoom platform.
The online training was attended by the Bids and Awards Committee (BAC), RBAC Technical Working Group and BAC Secretariat both in the Regional and Provincial levels of DILG Dose.
In her message, RD Josephine Cabrido-Leysa, CESO III stated that “the goal of this activity is to ensure the effective and efficient procurement of goods and services” of the Department. The regional management had been pushing for learning sessions in its ‘pursuit of excellence’ in the workplace.
The resource person for the first session was Dr. Joseph O. Vergara, Division Chief/BAC Secretariat Head from Philippine Health Insurance Corporation (PhilHealth) Central Office. He is an Accredited Resource Trainer by the GPPB and he discussed the Procurement 101 and also the Penal, Civil and Administrative Provisions.
Another speaker, Ms. Crispinita A. Valdez, a retired Director of Department of Health (DOH), presented the Standard Bidding Procedures for Goods and Infrastructure Projects. The third day session was allotted for Mr. Reymon L. Romero, a Senior Budget Management Specialist of Department of Budget Management (DBM) Region III who shared his knowledge on Procurement Planning and Budget Linkage and the Early Procurement Activities.
On the 4th day, Atty. Eleanor V. Echano, State Auditor IV from Commission on Audit (COA) Region V, trained the participants on the Preparation of the 6th Edition of the Philippine Bidding Documents for Goods and Infrastructure Projects and Efficient Procurement Measures during a state of Calamity or Implementation of Community Quarantine or Similar Restriction.
On the last and final day of the training on June 24, Ms. Josefina M. Serrano, State Auditor V from Commission on Audit (COA) from Region III presented the Alternative Methods of Procurement. The DILG Rehiyon Dose participants were actively involved in all the sessions and they were also given to raise issues and concerns which were based on real life practice.
