The Department of the Interior and Local Government XII recently trained the seven pilot local government units, namely; Arakan, Magpet, Makilala, Polomolok, Tupi, Bagumbayan, and Libungan in the formulation of the Enhanced Local Climate Change Action Plan (E-LCCAP). The LCCAP Core Team composed of the MPDC, MENRO, MDRRMO, Municipal Agriculturist, Municipal Engineer, MLGOO and IT Expert were the participants of the activity. The core team is tasked to spearhead the updating/formulation of the ELCCAP with coordination to the key local officials and other stakeholders.
The training team is composed of the DILG Regional and Provincial Focal Persons and they were assisted by the experts from MGB and EMB. The LGUs are now being challenged to produce their respective LCCAP which are based on risk assessment. The participants were specifically trained on how to use the sole tool in mainstreaming DRR-CCA concerns to the local plans, the Climate and Disaster Risk Assessment (CDRA). They were also encouraged to initiate the Greenhouse Gases inventory and accounting at least on the entity level and highlight their Low Emission Development (LED) strategies as vital section of the plan. Senior Geologist and GIS expert, Ariel Austin A. Acosta of MGB discussed the Modules on conducting CDRA and its use in identifying policy areas and priority options to highly vulnerable barangays while Engr. Kristeen Kreem D. Tan of EMB taught the participants how to solve GHG emissions manually.
The Resource Persons utilized the Enhanced LCCAP Guidebooks (Books III and IV) of the Local Government Academy which were made available early this year, a proof of its dedication to pursue its mandate in facilitating and developing training programs for LGUs in climate change as stipulated under the RA 9729 otherwise known as the Climate Change Act of 2010.
The activity which was conducted December 3-7, 2018 at Villa Princessita, Koronadal City is still part of the various initiatives of the Department in developing climate change-adaptive SOCCSKSARGEN.
