The Department of the Interior and Local Government (DILG) XII is set to formally receive its bronze award for exemplary performance in human resource management from the Civil Service Commission XII this March.
“To recognize the efforts of the Office, especially the Human Resource Team and committee members who contributed to this success, we are pleased to have a regional awarding ceremony this March 2021,” CSC XII Regional Director Resurreccion P. Pueyo stated through a letter to DILG XII Regional Director Josephine Cabrido-Leysa, CESO III early this year as the Commission Director confirms to confer the PRIME-HRM Bronze Award to the Department.
PRIME-HRM, or Program to Institutionalize Meritocracy and Excellence in Human Resource Management, is a program of the CSC that aims to enhance the skills, systems, and competencies of government agencies and their personnel for HR excellence.
The award is given after passing the four core HRM systems – recruitment, selection and placement; performance management; learning and development; and rewards and recognition, which also served as PRIME-HRM’s maturity indicators as stated in the CSC Resolution signed last October 21, 2016.
“During the early days of my stint as the Regional Director back in 2019, I have openly expressed my belief that human resources must be given attention so that an organization like ours can achieve its potential,” Director Leysa said as she accepted the news of the conferment through CSC Resolution No. 2000938.
“The results of the assessment and assistance by the CSC RO XII at the Department of the Interior and Local Government – Regional Office No. XII on October 15-16, 2019, show that the agency has met the PRIME-HRM Level 2 – Maturity Indicators in the Systems, Practices and Competencies in the four core HRM systems. It was also found to be continuously compliant with the Civil Service Law and rules in terms of the implementation of the other HR programs and the maintenance of HR records,” the CSC Resolution stated.
As benefit for the award, DILG XII are granted with privileges, including the authority to approve appointments, subject to post audit; exemption from Section 96 of the 2017 Omnibus Rules on Appointments and Other Human Resource Actions (ORAOHRA), as amended; review of the 50 percent of Department-issued appointments by CSC Field Offices; and announcements of the Department’s programs or projects through the CSC website.
Further, the Department will receive discounts in CSC-facilitated trainings and conferences, and will get exclusive membership to community learners and access digital learning resources.
Currently, DILG XII is preparing the details for the awarding ceremony, including its health protocols in compliance to the safety guidelines against COVID-19.
